AFFIDAVIT OF NORMA RODRIGUEZ

KNOWN BY ALL THESE PRESENTS

                        BEFORE ME, the undersigned Notary Public, on this day personally appeared NORMA

RODRIGUEZ, known to me personally to be the person whose name is subscribed herein, and

after being by me duly sworn on her oath, stated as follows:

  1. I am over eighteen (18) years of age, am of sound mind, and am otherwise

    competent to make this affidavit.

  2. I have never been convicted of a felony or crime of moral turpitude.
  3. Since December 1979, I have served as the Clerk of the City of San Antonio.

    I am also a Certified Municipal Clerk and am familiar with the laws, duties,

    responsibilities and practices of a municipal clerk.

  1. In my official capacity as the City Clerk, I am responsible for conducting
  2. municipal elections for the City of San Antonio.

  3. Earlier this year, the City Council of San Antonio called for a Special Election to
  4. place an ordinance on the ballot. This electorate was asked to approve or

    disapprove an ordinance that directed the potable water supply be fluoridated.

    This Special Election occurred on November 7, 2000.

  5. In accordance with City of San Antonio Ordinance Number 92872, the City
  6. Council designated Bexar County as the City's Canvassing Authority for the Joint

    General and Special Election of November 7, 2000.

  7. In accordance with City of San Antonio Ordinance Number 92872, the City
  8. Council designated that I serve as the City's representative on the Bexar County

    Canvassing Authority for the Joint General and Special Election of November 7, 2000.

  9. On November 14, 2000, the Bexar County Canvassing Authority met to canvass the results. I was

    present at this meeting and the Canvassing Authority issued a Canvass Authority Report that was

    entered into the records of the City Clerk on November 14, 2000 at 12:39 o'clock P.M.

  10. On November 30,2000, I presented a report to the City Council of San Antonio
  11. Indicating the findings of the Bexar County Canvassing Authority. They City

    Council then adopted the results of the Special Election in Ordinance Number 92991.

  12. I have read the Amended Complaint of Plaintiff Ruben Espronceda, in the above
  13. styled and numbered cause, and am familiar with his allegations.

Norma Rodriguez admits to counting votes from outside the city
for a City Election
!!!



  1. Precinct 3089 is not located within the City limits of the City of San
  2. Antonio; however, it contained seventy-nine (79) votes cast in the Special Election.

    Of these seventy-nine (79) votes, the following applied: forty (40) votes favored

    the fluoride issue; twenty-five (25) votes disfavored the fluoride issue; and,

    fourteen (14) votes were not credited because they were over-votes.




.. and Norma Rodriguez also admits
to counting more votes than registered voters !!!



  1. The following precincts were within the City of San Antonio and had

    more votes cast that there were registered voters:

  2. Precinct 1109: 3 Registered Voters but 9 Votes Cast with a Difference of 6

    Precinct 3165: 4 Registered Voters but 9 Votes Cast with a Difference of 5

    Precinct 3168: 1 Registered Voter but 7 Votes Cast with a Difference of 6

Precinct 3169: 1 Registered Voter but 2 Votes Cast with a Difference of 1

Precinct 3196: 0 Registered Voters but 2 Votes Cast with a Difference of 2

Precinct 3154: 15 Registered Voters but 18 Votes Cast with a Difference 3










.. the Texas Election Code apparently requires
the setting aside of an election with such problems..

-- 40,391 votes not credited --
ALMOST AS MANY AS THE ENTIRE STATE OF FLORIDA
had with the Gore fiasco !!!

  1. There were 40,931 under-votes that were not credited toward the result.









Are elections in San Antonio and Bexar County rigged ???
